Green Procurement Reporting and Performance Appraisal in Private Sectors
The purpose of green procurement promotion is to encourage public to make preferential
purchase of the products or services that impose least impact to our environment. Products
considered to be purchased shall be made from the material obtained from recycling, and thus
achieve the goal of environmental protection. In 2007, the EPA started “Promotion of Public’s Participation in Green Consumption and Green Procurement”. Through powerful introduction
of the EPA and local EPB, enterprises, especially the retailers will make preferential purchase of the green product and promote the selling of the green products.  However, in the past, the l
ocal EPB reports the promotion result by paper documents and excel files. These paper
documents create inconvenience in performance appraisal and data arrangement, and hardly
understand the real progress of the promotion. Therefore, in the “administer management”
area we created “Public’s Participation in Green Procurement”, “Public’s Green
Procurement Reporting System”, “Public’s Reporting in Green Procurement Management
System”, and “Public’s Performance Appraisal in Green Procurement”. These systems
offer reporting functions to the local EPB and appraisal functions to the appraisal committee
members. The Flowchart of Agency Reporting and Performance Appraisal of Green
Procurement is shown in Figure 1.
