- Government Agency’s Green Procurement Reporting and Appraisal

In promotion of green consumption, the Article 96 of Government Procurement Act stipulates that the government agencies shall make preferential procurement of green product. To make each
government agency report the green procurement result online and the appraisal committee
members can submit their comments online, the system established various subsystems like “
Government Agency’s Participation in the Green Procurement”, “Government Agency
Reporting Management System”, and “Green Procurement Appraisal System”.
These functions are specified in below: |

| ● Government Agency’s Participation in the Green Procurement |
To effectively manage the green procurement result made by the government agency, this system has “Government Agency’s Participation in the Green Procurement” that allows around 30,000 governmental agencies to report their effort of making green procurement. Their functions are
in the followings:
1.Procurement Information: Offer governmental agencies information of green procurement
regulations and appraisal.
2.Online Reporting System:

Green procurement reporting：There are two input modes: general input mode and green
mark product quick input mode. Users can fill in the product category and information to complete the reporting. The data can be edited if the user input wrong data.
(2)
Preview of the reporting information：Users can choose the data source and procurement
date to preview the information.
(3)
Print-out of the report：Users can print out the report by choosing reporting date, reporting
cycle, and data range.
(4) The agency’s reporting conditions: Users can inquiry the procurement amount each quarter by choosing the reporting fiscal year.
3.Data Analysis
(1)Report inquiry in the past years：Users can inquiry the past report by choosing the agency
names, reporting year, reporting cycle, and data range.
(2)Comparison of the data in the past years：Users can inquiry the past procurement data of
green product and non-green product by choosing the category and data range.
(3)Proportion of the product category： Users can inquiry the procurement proportion rate of
green product and non-green product by choosing the data present year, category,
and data
range.
(4)Comparison of the procurement in various governmental agencies：Users can inquiry the
procurement proportion rate of green product and non-green product in certain agency
by
choosing the data present year, category, and data range.
4.Question and Answer：Offer the reporting inquiry for the governmental agency and feedback.
5.Information Management in the Agency：Offer the data edition function for the governmental

The procurement personnel can utilize this system to understand the green procurement result in various agencies. The procurement amount and environmental friendliness can be quantified, the system also offers relevant information and appraisal result. These functions are in the followings：

| ●Green Procurement Appraisal System |
In the past, the performance appraisal all made in paper, the members appraise the performance by referring to the “Performance Appraisal Standard of Governmental Agencies’ Participation
in the Green Procurement”. The agency calculated the score according to the paper appraisal
made by the committee members and publicize the result. Such method is not convenient for the
appraisal committee members and the result generated is not prompt enough for the
governmental agency to take look at. Therefore the “Green Procurement Appraisal System” is created to ensure the committee members conveniently carry out the appraisal, and offer prompt
information inquiry. The functions are in the followings:
