Hand-held Hair Dryers




  1. This standard applies to hand-held hair dryers (“products”) which meet the requirements of CNS 3714, C4122.
  2. During the energy efficiency testing, the measured Useful Energy Ratio (UER) during both the High and Low fan speeds shall be no lower than 90%.
  3. Plastic components of the product shall be made of single material, and shall not use chlorine-containing plastics.
  4. Plastic components of the product weighing 25 g or more shall meet the following requirements:
    • shall not contain cadmium, lead, hexavalent chromium or mercury;
    • shall not contain the following flame retardants:
      • polybrominated biphenyls, (PBBs);
      • polybrominated diphenylethers, (PBDEs): monobrominated diphenylether, dibrominated diphenylether, tribrominated diphenylether, tetrabrominated diphenylether, pentabrominated diphenylether, hexabrominated diphenylether, heptabrominated diphenylether, octabrominated diphenylether, nanobrominated diphenylether, decabrominated diphenylether.
      • chloroparaffins with 10-13 carbon atoms per molecule and chlorine content of greater than 50% by weight.
  1. Plastic components of the product weighing 100 g or more, or with surface area equals to or greater than 100 cm2, shall be marked with identification symbols.     
  2. The noise level of the product in use shall not be greater than 80 dB.
  3. The product shall be subjected to electro-magnetic compliance (EMC) testing, and the measured value shall be less than 95% of the permitted value, as measured in accordance with CNS13783-1,
    C6377-1.
  4. The product and its manufacturing process shall not contain or use substances controlled by the Montreal Protocol.
  5. The product shall be “easy to disassemble”, meaning it can be disassembled with regular tools, such as a screwdriver.
  6. The name and address of the Green Mark user must be clearly printed on the product or on the packaging material.
  7. The product or its package material shall bear a label reading "Low Pollution".

 Notes:

  1. Determinations of polybrominated biphenyls and polybrominated diphenylethers flame retardants shall be based on international, national or specific industry standards, such as US EPA 3540C/8081A/8082A/8270D, and the detection limits shall be no greater than 5 ppm.
  2. Determinations of chloroparaffins with 10-13 carbon atoms per molecule shall be based, in the order of preference, on international, national or specific industry standards, such as US EPA 8270D/3540C/GC-MSD, and the detection limits shall be no greater than 5 ppm.
  3. Determination of cadmium, lead, hexavalent chromium and mercury, shall be based, in the order of preference, on international, national or specific industry standards, such as US EPA 3050B/3051A/3052/3060A, and the detection limits shall be no greater than 2 ppm.
  4. Useful Energy Ratio (UER) is defined as the ratio of total thermal energy output through the hot air from the hair dryer to the total electrical energy consumed by the hair dryer. UER can be calculated as follows:
