Green Procurement Concept
Green consumption means “without affect the consumption behavior of the next generation, maintain the basic living necessity and pursuing better life quality, lower the use of the natural resource and discharge of the toxic substance.” The green consumption includes all the living aspect like food, clothes, housing, transportation, and recreation. Green procurement is the best tool to carry out green consumption. Procuring the product made of recyclable material, considering the environmental impact before make the purchase, or purchasing the product which poses lowest environmental impact.

Green Consumption is for All the Citizens
1. Government plays the major leading roles like regulation mechanism, economic tool, information, and auditing                 
2. Enterprise plays multiple roles like supplier, investment maker and consumer.
3. Social group plays role as advocating and superintending.
4. Academic group offers technology.                                                                             
5. Based on participation of all the citizens

What is green product? Green Procurement Principle Green Procurement Action
● What is green product?
  1. “To measure, prevent, limit, reduce, and correct environmental impact toward water, air, and soil; to incorporate all the solution to resolve the problems related to the waste, noise, ecology and generate product and service”--- from OECD 1995
  2. Based on the product life cycle, protection of overall environment and excellent service --- from ISO 14024
  3. “Low pollution, recyclable, and resource saving” are the index of the green product.
● Green Procurement Principle
  • Principle 1 –Consider if it is necessary to purchase the product before take action.
  • Principle 2 – Consider various impact toward environment from the aspect of product life cycle- from the material use to the disposal of the product
  • Principle 3 – Choose supplier who is caring the environment
  • Principle 4 – Collect the environmental information of the product and supplier
● Green Procurement Action
  1. Reinforcing the sustainable development through green procurement: The Europe Union (EU) procures more than 100 billion Euro Dollars per year, its procurement power is indeed making huge impact. If EU government procures green electricity, there will be more than 60,000,000 metric tons of green gas discharge reduced. Also through procuring the high efficient computer, green construction, non-toxic cleaning products, organic food, and low pollutant discharged public bus. Besides requiring tenders adopt proper labor standard and purchase fair trade product will bring sustainable improvement by green procurement.

  2. Sustainable procurement does not incur higher cost: Through cooperative procurement, cost can be lower. Lower use and disposal fee along with the low procurement cost makes the overall cost of the green product not as high as general product. Merchandise dealer shows if the consumers are willing to procure green product, the price of procurement will be rationally made.

  3. Immediate Action: Various examples from nations show the sustainable procurement is indeed working. All the green procurement executive tools including internet tool are established, it is the best time to start the action now.
Green Procurement Regulation

The trend of the international green consumption is to promote green consumption by the government. The promotion of the green consumption is classified as mandatory or voluntary. In Taiwan, we adopt mandatory promotion by making relative regulation. The goal, product items, and product specifications are clearly defined and easily for the public to follow. 

● “Government Procurement Act”、”Measures for the Priority Procurement of Environmentally Preferable Products by the ROC Government Agencies”
In Article 96 of the “Government Procurement Act” (promulgated on May 1998), it states, “An entity may provide in the tender documentation that preference shall be given to a product which has been permitted to use a label of environmental protection approved by the government.” In 1999, the Environmental Protection Administration and Public Construction Commission jointly promulgated “Measures for the Priority Procurement of Environmentally Preferable Products by the ROC Government Agencies”. The Measures defined the specific terms used when addressing the issue of environmentally preferable products, the procurement specification, and award rule for the agency adopts using environmentally preferable products. 
● “Measures for the Performance Appraisal of Priority Procurement of Environmentally Preferable Products by the ROC Government Agencies “
To accommodate the green consumption trend in the 21st century, the Executive Yuan promulgated Green Procurement Policy on July 2001. To evaluate the performance of the procurement, the Measures for the Performance Appraisal of Priority Procurement of Environmentally Preferable Products by the ROC Government Agencies was made as the guideline. The performance appraisal committee appraises the performance in accordance of the weighting criteria and appraisal index. Green Procurement Policy defined clearly the proportion of the environmentally preferable product and the category of the product that the governmental agency shall purchase. To enlarge the performance, the Environmental Protection Administration raised the procurement proportion up to 83% in 2007. 
● “Resource Recycling Act”. ”First Batch of Environmentally Preferable Product Items Requiring Preferential Procurement by Government Agencies, Public schools, Public Enterprises and Organizations, and Military Authorities”

The Article 22 of the Resource Recycling Act states government agencies, public schools, public enterprises and organizations, and military authorities shall preferentially procure government-recognized environmentally preferable products, renewable resources produced within the national territory, or recycled products in which at least a certain proportion of renewable resources as raw materials are used. “First Batch of Environmentally Preferable Product Items Requiring Preferential Procurement by Government Agencies, Public schools, Public Enterprises and Organizations, and Military Authorities” enlists the environmental preferable product category and annual procurement proportion.
