Revision approved by the ninth Green Mark Review Committee meeting of 2007 on November 16, 2007

  1. Shampoos (“products”) denote synthetic detergents used for the cleaning of hair.
  2. The biodegradability of the surface active agent in the product shall have a determined value of greater than 95% (see Note 1).
  3. The product shall not contain fluorescent brightening agent, butylated hydroxytoluene (BHT), butylated hydroxyanisole (BHA), formaldehyde, triclosan and chlorine-containing additives. In tests conducted by qualified laboratories using test methods with the specified detection limits, these aforementioned chemicals should not be detected (see Notes 2-4).
  4. The product’s content of total phosphorus, nitrilotriacetic acid (NTA) and perborate shall be less than 0.1% (see Notes 5-7).
  5. The product’s ethylenediamine tetraacetic acid (EDTA) content shall be less than 0.01% (see Note 8).
  6. The product’s alkylphenolethoxylate (APEO) content shall be less than 0.05% (see Note 9).
  7. The product shall have a pH range of between 5 and 9. Also, the product shall not contain toxic substances promulgated by the Environmental Protection Administration.
  8. The product shall not have the UV blocker, benzophenone, added.
  9. The Material Safety Data Sheet (MSDS) for the product’s ingredients shall be enclosed with the product. The MSDS shall contain the names and CAS Nos. of the chemicals contained, which shall not be substituted with only common names, abbreviations or commercials names, in order to ensure that no toxic and hazardous chemicals were added.
  10. The product’s packaging shall not contain PVC or other chlorine-containing plastics. If plastic is used as packaging, it shall be made of single material. If paper box (bag) is used as packaging, it shall have at least 80% recycled paper content and its surface shall not be coated with plastic film, in order to facilitate its recycling.
  11. The product or its packaging shall be labeled with manufacturer name, address, product name, ingredients, contents of substances restricted or banned by the product criteria, uses, method of usage, weight or volume, batch number, and manufacture date. The labeling of chemical ingredients shall be done by using chemical names, and shall not be substituted with common names, abbreviations or commercial names.
  12. The name, address and contact phone number of the Green Mark user must be clearly printed on the product or on the packaging.
  13. The product or its packaging shall bear a label reading “Biodegradability Greater Than 95% and Contain No Nonylphenol”. The definition of biodegradability shall also be explained, so consumers may understand its meaning.

Notes:

  1. The determination of the biodegradability of product’s surface active agents shall be based, in the order of preference, on national, international or specific industry standards, such as CNS 4984.
  2. The determination of product’s fluorescent brightening agent content shall be based, in the order of preference, on national, international or specific industry standards, such as CNS 4986.
  3. The determination of the product’s content of butylated hydroxytoluene (BHT) and butylated hydroxyanisole (BHA) shall be based, in the order of preference, on national, international or specific industry standards, such as CNS 9027, and the detection limit shall be below 5ppm.
  4. The determination of the product’s triclosan content shall be based, in the order of preference, on national, international or specific industry standards, such as NIEA R814.11B, and the detection limit shall be below 5ppm.
  5. The determination of the product’s phosphorus content shall be based, in the order of preference, on national, international or specific industry standards, such as CNS 4986.
  6. The determination of the product’s nitrilotriacetic acid (NTA) content shall be based, in the order of preference, on national, international or specific industry standards, such as ASTM D4954.
  7. The determination of the product’s perborate content shall be based, in the order of preference, on national, international or specific industry standards, such as CNS 4986.
  8. The determination of the product’s ethylenediamine tetraacetic acid (EDTA) content shall be based, in the order of preference, on national, international or specific industry standards, such as CNS 1706 / ASTM D3113.
  9. The determination of the product’s alkylphenolethoxylate (APEO) content shall be based, in the order of preference, on national, international or specific industry standards, such as ASTM D2357/CNS 4986. In the natural environment, nonylphenol (NP) is mainly formed through aerobic and anaerobic biological degradation of the metabolic products of NPnEOs. As APEOs include NPnEOs, the above criteria have already excluded the precursors for NP formation. Thus the product will not result in NP formation, when it is being released to the environment post-consumption, and the objective of regulating NP may be achieved through regulating APEO.
  10. The sampling of the product shall be conducted by the representatives from both the Implementation Body and the product manufacturer together, at the site where the product is being sold, in a random manner. The sampled product is then sent to qualified laboratory designated by the product manufacturer for testing.
